4/22/22 LEO-GLAM Bargaining Recap

Our April 22nd session was notable because we finally received counters on our Salary and Professional Development proposals. These “first counters ” were rather disappointing, and demonstrate that administration hasn’t fully heard our demand for equity. 

In the Professional Development article, administration proposed that some (but not all) LACs might be entitled to up to $500 per year, at the discretion of their units. This is a paltry sum considering the cost of the average conference, and does not meet our equity expectations to ensure that ALL LACs have access to adequate professional development funds. 

Admin also proposed an insultingly low minimum salary structure, starting at just $45,000 per year, with a similarly low annual increase at 2%, dipping to 1.5% in year 2. We reject their claim that this reflects a competitive salary and annual increase. Based on our calculations, the minimum salaries offered by admin in this pass would only result in one $120 raise for the entire bargaining unit. Admin also struck our proposed equity adjustments, and rejected our proposed structure to achieve more equitable salaries. Admin described their salary counter as “generous.” We disagree, and we will continue to push for fair salaries for LACs.

Despite these disappointments, this week also saw some important gains, including compensation for assuming additional duties due to vacancies, some protections for colleagues working remotely, and codification of support for international employees by the International Center. 

Highlights of the bargaining session: 

  • We reached TAs on Package 5 (Medical & Family Leaves; Release Time) and Package 3 (Benefits; Workload; Unpaid Leaves; Work Schedules & Locations; MoU Support for International LACs), bringing our total TA count to 24! 

  • LEO-GLAM shared four packages and a counter:

    • Package 4 (Scope of Agreement; Management Rights; Union Rights)

    • Package 5 (Medical & Family Leaves; Release time)

    • Package 6 (Grievance & Arbitration; Conflict of Interest/Commitment: Felony Disclosure; Non-discrimination; Harassment; Discipline & Dismissal)

    • Package 7 (Promotion; Appointments & Reviews; Recognition)

    • Counter on Package 3 (Benefits; Workload; Unpaid Leaves; Work Schedules & Locations; MoU Support for International LACs).

  • Admin shared counters on Salary and Professional Development as well as counters to Package 3 (Benefits; Workload; Unpaid Leaves; Work Schedules & Locations; MoU Support for International LACs), and Packages 5 and 6 (see above).
